In a large, heavy-bottomed skillet, heat the vegetable oil over medium-high heat until it shimmers (about 350°F or 175°C). Carefully fry the tortillas one at a time for 30-60 seconds per side, until golden brown and crispy. Use tongs to flip. Transfer to a wire rack to drain excess oil.
Carefully drain most of the hot oil from the skillet, leaving about 1 tablespoon. Return the skillet to medium-high heat. Add the ground beef and cook, breaking it apart with a spoon, until fully browned, about 5-7 minutes. Drain off any excess grease.
Stir the taco seasoning, salt, and pepper into the cooked beef. Add 1/4 cup of water, bring to a simmer, and cook for 2-3 minutes, stirring occasionally, until the sauce has thickened.
While the beef simmers, place the refried beans in a microwave-safe bowl and heat for 30-45 seconds until warm and easily spreadable.
