**Prepare Millet**: Rinse 1/2 cup of foxtail millet thoroughly under cold running water until the water runs clear. Drain well and set aside.
**Heat Fat & Temper**: Heat 1 tablespoon of vegetable oil or ghee in a medium-sized heavy-bottomed pan or kadai over medium heat. Add 1/2 teaspoon black mustard seeds and 1/2 teaspoon cumin seeds. Once the mustard seeds splutter, add 8 fresh curry leaves, 1 slit green chili, and 1 teaspoon grated fresh ginger. Sauté for 30 seconds until fragrant.
**Sauté Aromatics**: Add 1/2 finely chopped medium onion to the pan. Sauté for 3-4 minutes until the onion turns translucent and soft, but not browned.
**Add Vegetables**: Stir in 1 cup of finely chopped mixed vegetables (such as carrots, peas, and green beans). Sauté for another 3-5 minutes, allowing the vegetables to soften slightly while retaining a bit of their crunch.
**Combine Millet & Water**: Add the rinsed and drained foxtail millet to the pan. Stir well to combine with the vegetables and spices for about 1 minute. Pour in 1.5 cups of hot water and add 3/4 teaspoon of salt. Bring the mixture to a rolling boil.
**Simmer & Cook**: Once boiling, reduce the heat to the lowest setting, cover the pan tightly with a lid, and let it simmer undisturbed for 15-18 minutes, or until all the water is absorbed and the millet is tender and fluffy.
**Rest & Fluff**: Turn off the heat and let the upma rest, covered, for an additional 5 minutes. This allows the millet to steam further and become perfectly fluffy.
**Finish & Serve**: Remove the lid, gently fluff the upma with a fork. Squeeze the juice from 1/2 a lemon over the upma and garnish generously with 2 tablespoons of fresh chopped cilantro. Serve hot.
