Rinse the frozen crab legs under cold running water to remove any ice crystals. Set aside.
Pour 2 cups of water into a large pot (at least 6-quart capacity) and add the sea salt, if using. Place a steamer basket inside the pot, ensuring the water level is below the bottom of the basket.
Bring the water to a rolling boil over high heat. Once boiling, carefully arrange the crab legs in a single layer within the steamer basket.
Cover the pot tightly with a lid and reduce the heat to medium-high. Steam for 5-7 minutes for pre-cooked crab legs, or 8-10 minutes if using raw crab legs.
While the crab is steaming, gently melt the unsalted butter in a small saucepan or microwave-safe bowl. If desired, stir in a pinch of fresh parsley.
The crab legs are done when they are bright red (if not already) and thoroughly heated through. You should see steam escaping from the cracks in the shells.
