Wash and trim the celery, reserving a few tender inner leaves for garnish if desired. Roughly chop the celery stalks. Peel and finely chop the onion. Peel and mince the garlic. Peel and dice the potato into 1/2-inch (1.25 cm) cubes.
In a large pot or Dutch oven, heat the olive oil over medium heat. Add the chopped onion and sauté for 5-7 minutes until softened and translucent. Add the chopped celery and minced garlic, continuing to sauté for another 5-8 minutes until the celery begins to soften, stirring occasionally.
Stir in the diced potato. Pour in the vegetable broth. Add 1 teaspoon of salt and 1/2 teaspoon of black pepper. Bring the mixture to a boil.
Reduce the heat to low, cover the pot, and let it simmer for 15-20 minutes, or until the potatoes are very tender when pierced easily with a fork.
Carefully remove the pot from the heat. Using an immersion blender, blend the soup directly in the pot until completely smooth and creamy. Alternatively, carefully transfer the soup in batches to a stand blender and blend until smooth (ensure the lid is vented and covered with a towel to prevent steam buildup from hot liquids).
Return the blended soup to the stovetop over low heat. Stir in the heavy cream and a pinch of nutmeg, if using. Heat gently for 2-3 minutes, without boiling, just until warmed through.
Taste and adjust seasoning with more salt and pepper as needed. If the soup is too thick, add a splash more broth or water until desired consistency is reached.
Ladle the hot soup into bowls. Garnish with fresh chopped parsley or finely chopped celery leaves, and a drizzle of olive oil, if desired. Serve immediately with crusty bread.
